Jeff was the Medical Director of Whatcom Project Access. His principal activity was the development of a specialty care network for low income, non insured Whatcom county residents.

Jeff Graham is the Project Consultant for the Prescription Drug Program for the Washington State Health Care Authority (state self-funded employee health plan), Health Recovery Services Administration (Medicaid), and Labor and Industries (Worker's Compensation).
Jeff is instrumental in the development of a combined Preferred Drug List for the three agencies. He developed and implemented a state-wide Pharmacy and Therapeutics Committee which involved Stakeholder management particularly with physicians, pharmacists and pharmaceutical manufacturers.
During the development of this program Jeff was involved in the analysis of proposed legislation and final adoption of legislation. He played an integral part with the three agencies through RFP development and selection of a Pharmacy Benefit Manager.
Jeff is the contact on behalf of Washington State to the Center for Evidence-based Policy at Oregon Health & Sciences University (OHSU) in which Washington is a participant in the Drug Effectiveness Review Project.
Jeff is a consultant for the Washington State Health Insurance Pool evaluating medical and pharmacy costs, recommending utilization management, case management and disease management programs. Jeff participated in research and development of new benefit plans.
